Established in 1948, the Solano Irrigation District (SID) has been responsible in large part for the development and continued operation of the Solano Project. It is one of the most important agricultural and municipal water supply infrastructures in Solano County. The Solano Project provides irrigation water for more than 40,000 acres of irrigable soils. It is the key water source for the residential water needs of a population of more than 200,000, and thousands of businesses.
District employees are responsible for delivering this water directly to District customers, and to delivering non-potable and potable water to customers of other agencies, such as the Suisun Solano Water Authority and the Dixon/Solano Water Authority. The District also partners with the Solano County Water Agency and other agencies (Cities of Fairfield, Vallejo and Vacaville) involved in the delivery of domestic, industrial and agricultural water to users.
The District is responsible for the operation of the Lake Berryessa Dam and the Putah South Canal, both critical facilities in the delivery of water in Solano County. The District is also the largest user and purveyor of groundwater in Solano County, providing groundwater to cities, rural areas and agriculture.
The District’s mission is evolving as urbanization in the area results in more developed land and increasing demands for municipal water services.
Time for a Change
SID’s current system was outdated, heavily customized and wasn’t capable of adapting to their growth, desired process improvements and evolving technology standards. The district set out to find a billing system that was functional, flexible and based in current Microsoft technology. After concluding a formal RFP review process, TruePoint was selected as the vendor of choice.
SID will implement TruePoint Solutions’ TrueBill, and TrueAIM products.
TruePoint will implement TrueBill which will handle all aspects of utility billing, customer account management, service orders, accounts receivable, collections management, conservation management, central cash management, web payments, ad-hoc report generation and a management dashboard. TruePoint will provide integration with the SID general ledger.
TrueAIM will enable SID field based staff to more effectively take water orders, monitor consumption and effectively exchange data from the field back to the office for timely, more accurate billing of their agricultural irrigation customers.

TrueCIP is an online application that will give SID’s customers immediate access to current account status, place water orders, service orders, make payments and view billing/payment history detail.
TrueGIS is a web based application which allows you to view, search and print Map or GIS information.
